The Local government Act 2002 recognises and respects the crown’s responsibility to uphold the principles of Te Tiriti o Waitangi. According to section four of the act, local governments must facilitate participation by Māori in their decision-making processes.

Te Roopu Taiao Murihiku (The Councils/Tangata Whenua Joint Management Committee) was established in the 1990s to develop relationships between the local authorities and tangata whenua of Murihiku especially in matters concerning environmental resource management.
Te Roopu Taiao meets four times a year and deals with the higher level political interface, budget setting, accessing resources, commitments for members.
